USAF: U.K. MOD files: Lt. Milton Torres was ordered to fire on UFO over U.K.
The Sacramento Bee, a mainstream politically oriented newspaper serving California’s capital city, has begun publishing inaccurate and distorted information regarding Denver’s August 2010 vote to establish an Extraterrestrial Affairs Commission. The 2010 Denver ET Initiative vote was approved on November 27, 2009 after organizers submitted over 10,000 signatures under a local initiative law. Denver mayor John W. Hickenlooper has been quoted as public supporting the ET Initiative process.
Starting in 1953, the CIA Robertson panel functionally set a series of “rules of the road” regarding the extraterrestrial presence directing that any mention of the extraterrestrial presence in American journalism, science, education, and government be accompanied by ridicule. The result of the 1953 CIA Robertson panel has been two generations of U.S. professional journalists, scientists, educators, and civilian government officials who are virtually ignorant of any extraterrestrial presence and how to foster a public discourse around it.
The upcoming Denver August 2010 vote on an Extraterrestrial Affairs Commission – the first such election held in Earth’s history - mandates clear, accurate and impartial voter communication and education on the issue involved in the public policy implications of the extraterrestrial presence. There is no more room for yellow journalism about little green men.

The Denver ET vote is an avenue to extraterrestrial disclosure
In August, 2010, the citizens of Denver, Colo. will go to the voting booths and do something that no other earthly civilization in mainstream recorded history has done – vote on establishing an official commission to “create a responsible, responsive, common sense strategy for dealing with issues related to the presence of extraterrestrial intelligent beings on Earth.”
The Obama administration does not appear that it will soon provide any break to the 60-year truth embargo on the extraterrestrial presence.
The 2010 ET voter initiative takes the position that the voters should speak on the issue of extraterrestrial disclosure. ExtraCampaign.org, speaking of the 2010 voter initiative, states, “It's time to go over the heads of elected public servants directly to the voters. James Madison, American's fourth President, wrote that "’The People are the only legitimate fountain of power’".
Jeff Peckman, coordinator of the 2010 ET voter initiative, provides an interesting coincidence to James Madison’s observations. Shortly after the Denver 2010 ET vote was chosen one of the top 10 ET/UFO stories of 2009, Mr. Peckman wrote this reporter:
Dear Alfred,
Thank you for including the Denver ETA Commission initiative in your top ten stories of 2009. I'd like to add an alternative perspective on the lack of disclosure from Pres. Obama as predicted for Nov. 27.
From a vibrational or intentional level, something even better happened. The prospect of disclosure on 11/27/09 by Pres. Obama would probably be regarded by most people as disclosure by the highest governmental power of the United States. But according to James Madison, America's fourth president, "The People are the only legitimate fountain of power" and from them the other powers of government are derived.
Disclosure by that transcendental and higher governmental power of The People, did not occur on that specific day. But what did occur was that disclosure "by the People for the People", by way of the Denver ballot initiative, was guaranteed at precisely 5:00pm Mountain Time on Nov. 27. 2009. That was the exact moment when the 25-day mandatory signature review and protest period legally expired for the Denver Elections Division to determined that we were not only sufficient with signatures, but that there was no protest of any signatures. A protest would have tied up the petition in court for up to 50 more days and possibly cause a rejection of the petition, appeal and so on.
Because the city workers were on a mandatory furlough that day for budgetary reasons, I was not able to know the final status of the ballot initiative petition until Monday, Nov. 30. But to the extent the ballot initiative is significant for a citizens approach to disclosure, Nov. 27, 2009 was historic for disclosure by the highest governmental power of the land.

The distorted and inaccurate intrusion of the Sacramento Bee
On January 12, 2010, Ross Mackenzie, a former editorial page editor at the Richmond (Va.) Times-Dispatch, now Opinion Columnist with the Sacramento Bee, wrote of the August 2010 Denver ET vote:
“-And speaking of Colorado, come November Denver's voters will decide whether the local government should establish an Extraterrestrial Affairs Commission - you know, flying saucers and UFOs. Britain's military has just dropped a similar commission after 50 years of black holes and no positive leads.”
SacBee Reporter Ross Mackenzie wrote a “spike”
In journalistic parlance, this paragraph is what is known as a “spike”. It is a strategic paragraph, intentionally constructed with inaccurate and twisted information, in order to kill off interest in or discredit an issue like the August 2010 Denver ET vote.
This spike is the sort of journalism practiced in the United States since the 1953 CIA Robertson panel.
We are dealing with an election called by the sovereignty of the people of Denver here.
What mandate does the 1953 CIA Robertson Panel have over how the people of Denver and other major cities of the United States (and the world) should receive information about an issue in a public election on the extraterrestrial issue circa 2010?
In a word, none. The CIA nor any other military-intelligence organization or government does not have control over the rights of freedom of speech of U.S. or other citizens regarding the extraterrestrial presence under the First Amendment of the U.S. Constitution; the Canadian Charter of Rights and Freedoms, or the Universal Declaration of Human Rights.
The over-all thrust of the paragraph is to misstate the date of the election, paint the Extraterrestrial Affairs Commission with pejorative innuendo language We can deconstruct the various elements of the “spike”.
Deconstructing SacBee’s spike of the 2010 Denver ET vote
1. “come November Denver's voters will decide” - Any reporter on the Sacramento Bee should know about fact checking. The August 2010 date was published and readily available. We can give SacBee reporter Ross Mackenzie the benefit of the doubt on this one. Yet is not it a public duty of a reporter to get the proper information to the public on the correct date that an election is being held?
2. “you know, flying saucers and UFOs” – “Unidentified flying object (UFO)” is in fact a term invented by the military-industrial complex to enforce the extraterrestrial embargo. “The United States Air Force, which coined the term in 1952, initially defined UFOs as those objects that remain unidentified after scrutiny by expert investigators.” Since that period both flying saucers and UFOs have acquired a pejorative connotation, operationally created by the intentional psychological warfare against the extraterrestrial presence initiated by the 1953 CIA Robertson panel and carried out by U.S. government institutions, media, and academia since then with few exceptions. SacBee reporter Ross Mackenzie’s use of these terms in this context is intended to devalue the subject matter of the August 2010 Denver vote, and not to educate the electorate on the issues.
3. “Britain's military has just dropped a similar commission” – This is a gross distortion by SacBee reporter Ross Mackenzie. The Nov. 1, 2009 announcement by the U.K. ministry of defense that it was closing UFO desk that received UFO reports from the public is not like the Denver Extraterrestrial Affairs Commission. The MOD desk merely received reports and did not evaluate them.
The purposes of the Extraterrestrial Affairs Commission, on the other hand, are defined in detail in the full text of petition local ordinance. The purposes include: “1. To obtain and provide the most accurate, complete, credible, and relevant information available to city government personnel and residents about extraterrestrial intelligent beings on Earth; 2. To assist residents and visitors in reporting sightings of, or interactions with, extraterrestrial intelligent beings or their vehicles, and refer them to the proper and most appropriate public or private service agencies; 3. To inform people of the implications of encounters with extraterrestrial beings or their vehicles; 4. To develop protocols for peaceful and diplomatic contact with extraterrestrial beings in the event of contact; 5. To fund the Extraterrestrial Affairs Commission entirely from grants, gifts and donations, without requiring any fiscal outlay from the city budget; and 6. To make expenditures from the Extraterrestrial Affairs Commission fund.”?
4. “after 50 years of black holes and no positive lead.” This is misleading, debunker anti-extraterrestrial propaganda employed by SacBee reporter Ross Mackenzie. The following case, that of USAF Lt. Milton Torres, which received worldwide media attention, is sufficient to discredit Mackenzie’s reporting.
The Nov. 1, 2009 statement by the U.K. MOD stated that it was disbanding the public UFO desk because ““The MOD has no opinion on the existence or otherwise of extra-terrestrial life. However, in over fifty years, no UFO report has revealed any evidence of a potential threat to the United Kingdom.”

The documented case of USAF Lt.. Milton Torres
One key example of the files released by the U.K. Ministry of Defence is that of U.S. Air Force Lt. Milton Torres. The London Times reports the case of Milton Torres under the headline “US airman Milton Torres told to shoot down UFO when based at RAF Manston.” You can read the straight-forward account here.
One source reports, “According to Ministry of Defence X-Files which are declassified its new UFO encounter today. In one of the amazing close encounter which is published in latest MOD UFO Files,a former USAF pilot was ordered to shoot down a massive UFO — over NORWICH. According to him RAF controllers told him to lock on and launch all 24 of his rockets over the city. Milton said: It was some kind of alien snooping over England. I guess we’ll never know what it was. The incident happened in 1957 when Milton was a 26-year-old US Air Force lieutenant based at RAF Manston in Kent. At 11pm one night he was ordered to scramble in his F-86D Sabre fighter to attack a bogey hovering above Norfolk. Speaking about it publicly for the first time, he said: I was told I would be firing a complete salvo, all 24 rockets. I was pumped up — this was the sort of thing that happened before a war. He got the UFO on his radar and closed for the attack at the Sabre’s top speed of almost 700mph — then it disappeared off his screen in a flash. Milton said: I was smoking, as fast as I could go. This thing had a different propulsion system. It was not an airplane. The flyer said he was visited afterwards by a sinister security official and warned not to tell anyone — so he kept silent until now. The close encounter is in 19 files made available online yesterday by the National Archives.”
Why the timing of the SacBee’s spike on Denver’s 2010 ET vote?
Jeff Peckman, organizer for the Denver 2010 ET vote, reports that he has received widespread positive major media support following the approval of the ballot initiative.
Why would a veteran reporter like SacBee’s Ross Mackenzie resort to such an obvious and malicious spike against a measure whose process Denver mayor’s office supports?
The non-conspiratorial argument says that SacBee’s Ross Mackenzie is just an uninformed media veteran bringing forward the bad journalistic habits of post 1953 American journalism, where reporters were expected by their editors and the CIA to debunk extraterrestrials – or else.
The conspiratorial argument says that SacBee’s Ross Mackenzie is publishing anti-Denver ET vote spike pieces because that is expected of him, through peer pressure or something more sinister.
The excitement of the initial approval of the August 2010 Denver ET vote has moved into the preliminaries of the election “horse race”.
If a pattern emerges in the mainstream media of “spikes” against the 2010 Denver ET vote, then we might want to begin a more thorough investigation.
